UPG-100 batch selection: a stalled people-group load can never hang Copy. Copy waits at most 8 s (settleWithin), then copies the territory lines apply-grouping needs and says the people groups are still loading (11 locales); the records fetch aborts after 30 s and leaves the cache. The gate proves a never-settling source still settles in time
