Footer verse: Arabic guillemets + Arabic-Indic reference digits (source)

rtl verses quoted « … » (Arabic convention, matches the UPG-100 packet);
ar reference in Arabic-Indic digits with RLM after the colon + en dash
(العدد ٦:٢٤–٢٦), FSI kept. Rebuild deferred — throttled, awaiting my turn.
