The legend collapse caret stops turning when the reader asks for reduced motion
The caret (C11) and the reduced-motion gate were written in parallel, and only together did the gap show: the new caret animates its arrow (transform 0.18s) and its colours with no reduced-motion rule. The rule sits in the useShadowStyles string, where a shadow root can see it. The arrow still flips to the right direction; it only stops turning on the way there.
