Keep the reason, drop the speaker, in the poster comment

check:no-new-driver-references went red on development with my landing: the
comment I wrote when removing the SVG download named who set the rule. The gate's
own advice is the fix — the engineering reason is what a reader needs, and it
stands without attribution.

Comment-only: 0 non-comment lines changed, and the minifier strips comments, so
the shipped bundle is byte-unaffected and needs no rebuild. Verified rather than
assumed: the phrase greps 0 in the built artefact either way.

Found by regions, who proved it on bare ced1eb73c before their own cherry-pick
touched anything, and who held their push rather than landing on a red.
