check:composite-interop: two known-issue entries outlived the bug they described

The gate failed on main 12a64702 with two LATE_KNOWN entries that no longer match anything:
dashboard-plus-grid.vue#reflectDir and research-map-plus-grid.vue#reflectDir. Landing 11 fixed both —
reflectDir now captures the instance in setup, so a host switching lang to ar after mount does get
dir=rtl — and the exemptions stayed behind.

That is the gate working as designed: it refuses an exemption that has stopped describing anything,
because a stale entry is a defect it would quietly stop reporting. Both entries are deleted, and the
note left in their place says why rather than leaving a bare gap.

Gate only, no product code, no rebuild. composite-interop rc=0 after.
