Research Gallery dev page: it owns its address (urlOwner 'app'), so a tab pick writes ?tab=

The dev server serves plugin-designs/doxa-maps-spa/index.html as-is, with no
profile-config, so the shell read ?tab= there but never wrote it. The page is
ours: it now passes urlOwner 'app'. A partner's page still leaves it out.
