Gospel leaves: numbers back to how they were formatted before 2eac0fb3 (the Driver's numerals hold)

Browse source 
2eac0fb3 changed number formatting in four gospel-resources leaves to a localeTag() formatter
with numberingSystem 'latn'. Number format is held for the Driver (DECIDE-UNIVERSAL-PROPS-SCOPE,
part 3), so every number call returns to exactly its earlier line: the four fmt definitions and
the two inline calls in data-tables.vue and resources-list.vue. Nothing else changes; the Zume
work that followed (79965b86, e72afe79) stays.

Built with BUNDLE=gospel-resources only, then the tree. The built bundle now has 0
numberingSystem:"latn" and 8 bare toLocaleString() calls, exactly as at 2eac0fb3^. The one
remaining "numberingSystem" string is vue-i18n's own date-option list, present before too.
