Harden check:india-sheet for the numbered-vs-leader design fork

Leader metrics (crossings, leaders-through-dots, 45-degree share) are optional:
the numbered design has no leaders and reports them as null/N-A, the leader
design reports present values; each arm passes on N/A and validates a present
value, never a tautology (a present-but-bad value still fails). Add a
de-overlap displacement arm (pinsMoved, maxDisp finite). Self-test now proves
every arm passes BOTH designs and fires on its poison (22 arms).

Add a cheap source-level absence pre-check so the gate skips in ~0.4s (was
~100s loading boundaries + attempting a render) while the renderer has no
indiaSheet output, keeping gates:pre fast until it lands.
