Add the fitness-for-use gate, and wire its negative test 
A green state suite said nothing about whether the product is usable. The suite
was 56/58, verify:gate1 13/13 on live data, verify:map-paint 11/11 with real GL,
verify:interop 4/4, 363 done cards -- and the Driver opened the product and
found five real defects in one sitting, several CAUSED by a change a gate had
certified. Not one was visible to any gate.

The gap is what they assert. Existing gates ask does it mount, does it fetch, do
the counts agree, does a canvas paint. The Driver asks: is it slim, can I see it
at once, does the wheel do what I expect, does it tell me what I am looking at.

check:fits-screen asserts five clauses on the built composite with a real
browser and live data:

  A  the dashboard band fits ONE 1440x900 viewport, and is shorter than its own
     tree-legend's scrollHeight
  B  the people-groups grid is still reachable by scrolling underneath -- a fix
     for A must not re-break this (AP-fixing-reachability-by-making-the-thing-taller)
  C  a wheel over the map changes zoom and does not scroll the pane; a wheel
     below it scrolls and does not zoom -- instrumented on the DISPATCHED EVENT
     via composedPath, never on geometry, per the four wrong diagnoses that
     rule already cost
  D  the grid's live count is visible and CHANGES when a facet narrows it
  E  a 1440/1280/768/390 sweep has no horizontal overflow and no element
     clipped to zero height

It ships with check:fits-screen:self-test -- one regression mode per clause,
because a gate that has only ever printed PASS is unproven.

It also skips honestly: exit 0 with an explanation if the tree is not settled at
START or is no longer settled at END, or if the live API is unreachable. Proven
on its first real run, which reported SKIP with dirs=3/17 while a build was
mid-clean rather than inventing a defect.

Started by a delegated agent that hit its session limit; the two hardcoded-port
probes it left beside this file were scratch and moved to _qa-cycle. Verified:
check:mjs-parse passes, the gate is wired in package.json, and its settled-tree
skip path works.
